Police Reform: Cleen Foundation Pushes for State Police to Combat Rising Insecurity

The Cleen Foundation, a civil society organization, has emphasized the crucial role of state police in addressing the escalating insecurity in Nigeria. Gad Peter, the Executive Director of the foundation, underscored the urgency of the current debate on establishing state police, stating that it is long overdue considering the country’s security challenges.

Peter highlighted the limitations of the Federal Government in effectively managing a federal system of policing in a vast country like Nigeria. He emphasized the need for substantial manpower and resources, which, he believes, the Federal Government lacks. He pointed out that state governments already play a significant role in supporting the police financially and otherwise, indicating a readiness for greater responsibility in policing.

Local intelligence, according to Peter, is paramount in combating crimes effectively. He explained that understanding local languages, cultures, and dynamics is essential for effective policing, as officers unfamiliar with local environments may struggle to tackle criminal activities.

Peter called on the Federal Government to facilitate the establishment of state police, ensuring they operate within the framework of human rights and the constitution. He stressed the importance of having the necessary policies and laws in place to enable the implementation of state police.

Regarding the military’s role in internal security, Peter emphasized that it is the responsibility of the police, not the military. He proposed the deployment of well-trained mobile policemen to support state police efforts in maintaining security, suggesting a regional distribution of mobile policemen to swiftly respond to crises.

The call for state police, according to Peter, requires careful consideration to prevent abuse of power. He suggested a mechanism to ensure that police commissioners are not directly accountable to state governments, citing instances where governors have lacked control over commissioners of police in some states.
