Borno Governor Mandates Local Government Chairmen to Prove Presence with Four Daily Sign-Ins

Borno State Governor, Babagana Zulum, has issued a directive requiring local government chairmen to remain in their respective areas and sign attendance registers four times daily as proof of their presence. This directive was given during the swearing-in ceremony of the 27 elected council chairmen in Maiduguri on Monday.

Governor Zulum instructed the Ministry for Local Government to promptly deploy biometric data capture machines to council areas. The chairmen are to use these machines to thumbprint at 8 a.m., noon, 2 p.m., and 3:30 p.m. daily. The governor emphasized that this measure aims to combat absenteeism or unauthorized absence from duty, stating that such behavior constitutes an impeachable offense.

The governor reiterated the importance of the chairmen’s physical presence in their communities, particularly in light of improved security in the state. He emphasized the need for their support in the government’s efforts towards the rehabilitation, reconstruction, and resettlement of displaced persons. Governor Zulum urged the chairmen to exercise prudence in managing resources and ensure equitable distribution of development projects across communities.

Additionally, Governor Zulum emphasized the importance of collaboration between the chairmen and security agencies to maintain peace and restore civil authority in their respective areas. He also presided over the swearing-in of seven permanent secretaries and 29 special advisers.
