Leaked Document Shows 15% Legal Fee Deduction Linked to APC Chairman

A leaked letter trending online has revealed that one of the sacked All Progressives Congress (APC) chairmen from Boluwaduro Local Government in Osun State directed the United Bank for Africa (UBA) to pay 15 per cent of the council’s allocation to a law firm, whose name was not disclosed, as legal fees.
The federal government had, only last week, disbursed the long-withheld allocations of Osun State local governments after months of delay due to disputes over the legitimacy of elected council officers.
The leaked letter carried the heading: “INSTRUCTION FOR DEDUCTION FIFTEEN PERCENT (15%) FROM THE CREDITED TO OUR ACCOUNT IN SEPTEMBER, 2025 BE PAID INTO LAYONU & CO, UBA, ACCOUNT NUMBER: 1015039269 (LEGAL).”
It further read: “We wish to direct that fifteen per cent (15%) credited into our Account No. 1028534678 in September 2025 be deducted to Abiodun Layonu & Co. Account No: 1015039269 of United Bank for Africa as unanimously agreed at our general meeting held on 26th September 2025 as legal fee.”
The revelation has since stirred widespread reactions among citizens of the state. In response, the Osun State Government has called on the Inspector General of Police and the Economic and Financial Crimes Commission (EFCC) to investigate the alleged attempt by the court-sacked APC chairmen to divert local council funds as legal fees.
